Subject: Meeting with African Development Bank on Capacity Building for SME Construction Companies
Introduction
On June 16, 2025, a meeting was held between the African Federation of Construction Contractors Associations (AFCCA) and the African Development Bank (AfDB) to discuss collaboration on a new **Capacity Building Program** aimed at supporting small and medium-sized construction companies in Africa. The meeting was attended by key representatives from both organizations, including:
-Marco Masahide Yamaguchi: Manager, Transport and Logistics Division, AfDB
– Tareka Mamr: Business Development Advisor, AfDB
– James Austere: Representative, AfDB

Meeting Highlights
1. AFCCA Overview
– I introduced AFCCA, emphasizing its role as a unifying body for construction contractors across Africa.
– AFCCA operates under the umbrella of **African Unity**, bringing together national associations and contractors from diverse African nations.
– Training and capacity-building initiatives are central to AFCCA’s strategic goals to improve the competitiveness and professionalism of construction companies in the region.
2. *African Development Bank’s Capacity Building Program
– The AfDB presented its vision for a **Capacity Building Program** targeting SME construction companies to enhance their operational capacity and resilience.
– The program focuses on three key areas:
1. Access to Finance: Helping SMEs navigate financial systems and secure project funding.
2. Capacity Building: Conducting technical workshops to improve contractors’ skills and capabilities.
3. Road Maintenance Training: Developing policy frameworks and certifications to encourage sustainable and climate-resilient road maintenance practices.
3. AFCCA’s Past Training Initiatives
– Mr. Toufik Cherradi, AFCCA Board Member, provided a summary of successful training programs previously organized by AFCCA:
– Training sessions held in Egypt and Morocco, which focused on technical skills, project management, and financial literacy.
– These programs have significantly contributed to building the capacity of contractors in participating countries.
– AFCCA expressed its enthusiasm to collaborate with AfDB in scaling up such initiatives across the continent.
4. Strategic Agreement
– Both parties agreed on the importance of capacity building to improve the quality of infrastructure projects in Africa.
– AFCCA will send a formal letter to the AfDB to express its commitment to the program.
– AFCCA’s Training Committee will collaborate with AfDB to prepare tailored training modules for SME contractors.
– Existing training centers in Egypt and Morocco will serve as hubs for this initiative.
5. AFDB’s Commitment
– Marco Masahide Yamaguchi reaffirmed AfDB’s commitment to investing in African infrastructure projects while creating an enabling environment for quality infrastructure development.
– AfDB emphasized the importance of partnerships with organizations like AFCCA to implement effective training programs.

The 31th of Executive Bureau meeting of AFCCA was held coincides with annual meetings of the Islamic Development Bank Group held in Algeria from 19 to  21 May 2025 according to the invitation of Mrs. Samia Elmakhloufi President of the National Organization of Employers and Contractors in Algeria. With the attendance of 13 members of African countries ( Cairo, Libya, Algeria, Senegal, Benin, Sudan, Uganda, Tunis, Comoros, Chad, Cameroon, Niger and Burkina Faso)  , the General Secretariat of AFCCA discussed the study to increase AFCCA resources that because the Committee of increase resources which was formed in General Assembly meeting of AFCCA which was held in 24 May 2024 do not found solutions of this problem also the General Assembly meeting of AFCCA was determined to be held in Cairo from 20 to 23 June 2025.

In the next day, the delegation take a tour and visited the Dey Palace, Martyrs Square, and Algiers Mosque.

Mrs. Samia Elmakhloufi President of the National Organization of Employers and Contractors in Algeria honored Eng. Hassan Abdel Aziz President of AFCCA about his efforts in the presence of Ambassador of Egypt in Algeria Mr. Mokhtar Wreda.

The Fourth General Assembly meeting of the Federation of Contractors in Islamic Countries was held in Algeria headed of Eng. Zakria Abd Elrahman and in the presence of the Honorary President of the Federation and the President of African Federation for construction contractors association Eng. Hassan Abdel Aziz and Mr. Ali Senafi President of Arab Contractors Federation and the General Secretary of Arab Contractors Federation Eng. Hamdy  Shehata this coincides with annual meetings of the Islamic Development Bank Group held in Algeria from 19 to  21 May 2025 according to  the invitation of Mrs. Samia Elmakhloufi President of the National Organization of Employers and Contractors in Algeria.

With participation of Presidents and representatives of 30 Islamic countries, sector challenges were discussed , Proposing sustainable solution to the social and economic challenges facing members.

Eng. Hassan Abdel Aziz – President of AFCCA and Mr. Abdel Majed Ksheer Vice President of AFCCA and  President of the General  Syndicate for Building and Construction in Libya and Eng. Ahmed Mostafa the General Secretary of AFCCA  visited Algeria from 14 to 17 October 2024 , according to an invitation from the National Organization of Employers and Contractors in Algeria under Presidency of Mrs. Samia El Makhloufi to preparation for the Executive Bureau meeting of AFCCA 2025.

   In First day they visited the National Assembly headquarters and met the Chairman and members of the Local Equipment and development Committee, in Second day they  made  tour  in MUJAHID Museum and  Algiers Mosque and also visited the National Organization of Employers and Contractors Headquarters.

    A delegation was honored headed by Eng. Hassan Abdel Aziz President of AFCCA for his efforts to support the contracting industry in African and Arab Countries.

Eng. Hassan Abdel President of AFCCA and Honorary President of Arab Contractors Federation met with Islamic Corporation for Insurance of Investment and export credit its is member of the Islamic Development Bank Group in AFCCA Headquarters  . The Country Manager Mrs. Eman Mahmoud and the Manager of Middle East and North Africa Reg. Division Mr. Alaa Mustafa were attended from the Corporation and Ambassador. Kamal Hassan Ali ,  Dr. Malik Dongla boards of directors consultant and Eng. Hamdy Shehata General Secretary of Arab Contractors Federation. 

 And also the Egyptian Construction Companies were attended the meeting they discussed the investment and financing problem that they faced.

They decided to form a joint committee between the federation and Islamic Corporation for Insurance of Investment and export credit under Presidency of Eng. Hassan Abdel El Aziz.

Under the patronage of the Prime Minister of Egypt Dr. Mostafa Madbouly , the Forum of Egypt Builders was held on 22 September 2024 the important event in construction sector , organized by African federation for construction contractors association (AFCCA)  under Presidency of Eng. Hassan Abdel Aziz , and Exclent Company for media services .

In the presence of the Minister of Local Development  Dr. Manal Awad , the Minister of Business sector Eng. Mohamed El Shemi , and the Minister of Housing , Utilities and Urban Communities Eng. Sherif El Sherbiny, the participation of the largest Egyptian companies in the field of construction  and building materials . with the participation of Arab and African delegations such as:

  • President of Arab Contractors Federation (Mr. Ali Senafi).
  • President of the Islamic Countries Contractors Federation (Eng. Zakria Abdel Rahman).
  • Chairman of the Board Directors of the Saudi Contractors Authority (Mr. Mohamed El Aglan).
  • President of the Contractors Federation in the Palestine (Mr. Ahmed El Kady).
  • Deputy Head of the Jordanian Construction Syndicate (Mr. Fouad El Dwery).
  • Vice President of the Turkish Contractors Federation (Mr. Tawfik Ozz)
  • Director of the Housing and Utilities projects Implementation Agency in Libya (Eng. Ahmed El Deb).
  • President of Employers Organization in Algeria (Mrs. Samia El Makhloufi).
  • President of the General Union of Yemeni Contractors (Mr. Yehia Saleh).

The Islamic Development Bank Group in Cairo and the Arab Bank for Economic Development in Africa also participated in the conference with discussion sessions and a presentation on bank’s activities.

The most prominent recommendations of the forum:

  • Strengthening the Egypt Builders Forum on a permanent basis, providing opportunities for networking between companies and financial institutions.
  • Facilitating the export file for contracting and building materials industry in a way that supports increasing the exports of these sectors and turning them into a source of hard currency.
  • Reducing the invasion of foreign companies into the countries of the region and removing obstacle facing national companies.
  • Strengthening communication between national companies and all bodies concerned with the construction industry at the international level.
  • Giving preference to Arab and African national companies to support their opportunities to acquire larger shares of development projects in their countries for reducing the presence of foreign companies.
  • Directing Egyptian Embassies to support the needs of major industries in the country, especially the construction industry , within the framework of providing the necessary information about the markets of foreign countries and facilitating business companies and concerned parties abroad.
  • Activating the role of relevant business federations such as: Islamic Countries Contractors Federation, The Arab Contractors Federation and AFCCA.
  • Promoting exports of building materials and various industries.
  • Lifting the burden on the Egyptian industry and providing the needs of raw materials to increase its production capabilities to cover the requirements of local market and support the ability to export.
  • Supporting the preservation of the rights of irregular workers in the construction sector.
  • Enhancing the opportunities of Egyptian companies to participate in development projects and investment projects in Saudi Arabia, Libya and Iraq.
  • Strengthening cooperation with Turkey and benefiting from the Tukish experience in exporting the contracting industry to countries around the world.
  • Directing Governments to provide all tools that support the Egyptian construction industry with larger business shares in development projects in Kingdom of Saudi Arabia.
  • Directing Egyptian banks and insurance companies to open branches within the countries of African continent for the purpose of providing facilities to Egyptian companies implementing projects there.
  • Directing to increase the number of Egyptian commercial representation offices abroad.
  • Directing local banks and international financial institutions to make a greater role in supporting development and construction projects to push contracting companies in foreign markets.

 

On the sidelines of the forum, next day on 23-9-2024 a meeting of the Board of Directors of the Arab Contractors Federation was held in the presence of President of AFCCA and the honorary president of Arab Contractors Federation Eng. Hassan Abdel Aziz  and presence of Mr. Ali Senafi President of Arab Contractors Federation and also in the presence of the heads of contractors organization in countries of Jordan, Algeria , Saudi Arabia , Sudan , Iraq , Palestine , Libya , Egypt and Yemen.

1- The 19th General Assembly meeting and 30th Executive Bureau meeting of AFCCA was held on 25-5-2024 , Under Presidency of Eng. Hassan Abdel Aziz – President of AFCCA , and in presence of Eng. Mohamed Sami Saad- President of Egyptian Federation for Construction and Building Contractors and Dr. Malik Dongula Secretary General of Federation of Contractors in Islamic Countries.

 The Countries that attended was: Algeria – Chad – Comoros- Congo-Egypt- Libya- Morocco – Senegal – Sudan – Uganda- Zimbabwe and Tanzania and each of the member sent mandate to participate due to inability to attend (Tunisia- Somalia- Ghana- Benin).

2- Comoros was submitted a request to be a member in AFCCA and has been approved to be as a member of AFCCA.

3- Accepted the resignation of the General Secretary Eng. Karim Mohsen and Approval of nominated Eng. Ahmed Mostafa as General Secretary.

4- Report of AFCCA General Secretary.

5- Presentation of the final budget of the Federation for the ending fiscal year in 31-12-2023.

6- Suggestions to increase AFCCA resources, activating courses on international contracts.

7- Algeria Suggested to held Executive Bureau meeting of AFCCA 2025.

8- The International contracts been discussed from Eng. Khaled Mansour (EMEND Company) according to the request from of Mr. Koufi Badirou representative of Benin.

9-Protocol signed between Egyptian Federation for Construction and Building Contractors and General Union of Building and Construction in Libya.

10-Presentaion of some Companies.

11-It was agreed to form a committee to develop the federation resources from Congo , Senegal ,Algeria . Chad , and Senegal will be Committee coordinator.

After the meeting the African delegation was invited from Talaat Mostafa Company for lunch in Rehab city

Second day 26-5-2024.

Petrojet Company hosted the African delegation in its company and made a presentation about their projects and activities. After that they visited New administrative Capital and visited the new projects in it.

Eng. Hassan Abdel Aziz – President of AFCCA  and the Honorary President of Contractors Federation in Islamic Countries attend meeting of the Contractors Federation of Islamic Countries in Kingdom of Saudi Arabia on 27-4-2024 , according to an invitation from Eng. Zakria Elabd elkadr ( Chairman of the Board of Directors of the Contractors Federation of Islamic Countries).

During the meeting , many topics were discussed at developing the contracting sector , enabling companies from member countries to plays its role in achieving sustainable growth and the development of Arab and African countries , creating a platform that includes all Islamic contracting  companies with international categories in their country , in addition to profiles for contractors presenting their experience and previous projects.

Also the General Assembly meeting of Arab Contractors Federation was held in the presence of delegation from Egyptian Federation for construction on 27 April 2024 coinciding with meeting of the Contractors Federation of Islamic Countries in Saudi Arabia , Eng. Hassan Abdel Aziz has honored by Mr. Ali Senafi the President of Arab Contractors Federation.

Eng. Hassan Abdel Aziz President of AFCCA attended a board of directors meeting of the Federation of Contractors in Islamic Countries in the presence of the President, Vice Presidents, Secretary General, and members, which was held on 18/10/2023 in ANKARA Capital of TURKIYE, under the Presidency of Eng. Zakaria Bn Abdel Rahman and Eng. Hassan Abdel Aziz (the Honorary President).

  The Council reviewed the reports of the Vice –Presidents from Morocco, Libya, and Sudan about the effects on the infrastructures due to natural disasters and wares during this the aggression against GAZA arose which caused big disasters for civilians and infrastructure. The Federation announced the formation of the committee to coordinate relief efforts for GAZA, LIBYA, MOROCCO, and Sudan.

  Eng. Hassan Abdel Aziz was honored for his efforts in developing the contracting industry in African and Arab countries from Turkish Contractors Associations.

 During the meeting of the Federation of Contractors in Islamic countries, the Turkish Contractors Associations arranged some visits for the delegation on 19/10/2023 to the control center of the North Marmara High way its length of 121km then they visited the Eurasia Tunnel project which connects the Asian and European sides through a high-speed tunnel that passes under the seabed. Then they visited Galata Port an underground terminal for cruise ships.

  Finally, the President and the board directors thanked the Turkish Contractors Associations for the good organization for visits and meetings.
