Eng. Hassan Abdelaziz, President of the African Federation for Construction Contractors’ Associations (AFCCA), accompanied by Ambassador Hatem Tageldin, Secretary-General of AFCCA, paid an official visit to Zimbabwe as part of their efforts to strengthen African cooperation in the construction sector and to participate in the Annual General Meeting and Congress of the Construction Industry Federation of Zimbabwe (CIFOZ), held in Masvingo on 24-27 September, 2025, under the theme: “Building Smarter: Advancing Innovation and Efficiency for a Sustainable Future.”

The meetings provided an opportunity to engage with government officials and members of the business community in Zimbabwe, in the presence of Honourable Retired General Dr. C.G.D.N. Chiwenga, Vice President of the Republic of Zimbabwe, along with senior officials from the Ministries of Housing, Local Government and Public Works, Finance, and Transport, as well as from the Government of Masvingo Province and authorities responsible for investment (ZIDA) and taxation (ZIMRA). Conference sessions addressed key themes such as infrastructure development, investment incentives, taxation frameworks, the role of public–private partnerships in advancing the industry, the impact of artificial intelligence on modern construction, and the African Continental Free Trade Area (AfCFTA): Opportunities and Challenges for the Zimbabwean Construction Industry.

During the sessions, Eng. Abdelaziz, President of AFCCA, delivered a keynote address highlighting the importance of cooperation among national federations across the continent and the role of AFCCA in supporting African integration in the construction and infrastructure sectors. He also stressed the importance of forming strategic alliances and sustainable partnerships between African companies to confront challenges posed by large foreign firms. AFCCA has gained the support of the African Union Commission (AUC) in advocating for preferential treatment for African contractors in projects,requiring foreign companies to partner with African firms, and to use locally manufactured materials and labourin support of African economic and social security.

Eng. Abdelaziz added that AFCCA places special emphasis on exploring practical solutions for providing integrated financing services to African companies through banking facilities and risk guarantees. Relevant financial institutions and banks are regularly invited to participate in the “Builders of Egypt” Forum, co-organized by AFCCA, as an opportunity to interact with stakeholders, learn about their activities and financial priorities, and review potential cooperation mechanisms.

He affirmed the need to strengthen the technical and administrative capacities of African companies to keep pace with rapid technological developments in construction methods and digital transformation, enabling them to implement advanced infrastructure projects, smart cities, and other high-quality initiatives, while competing effectively with large foreign companies. In this regard, capacity building and the exchange of expertise have become top priorities. Eng. Hassan Abdelaziz mentioned that AFCCA has signed a Memorandum of Understanding (MoU) with the Confederation of International Contractors’ Associations (CICA), aimed at improving quality and safety standards in construction projects and enhancing knowledge sharing and vocational training (www.cica.net).

The President of AFCCA also addressed the challenges related to environmental and climate change and the threats they pose to African infrastructure. He emphasized the need for African contractors to adopt environmentally friendly construction methods that can better adapt to harsh climatic conditions and to promote green construction practices that conserve energy and water.

Eng. Abdelaziz further highlighted other challenges arising from natural disasters, political conflicts, and global economic crises, which require African nations to work together and develop strategies that enhance the continent’s collective capabilities and unity in pursuit of sustainable development.

Ambassador Tageldin, Secretary-General of AFCCA, presented an overview of the Federation’s legal framework as an international organization established in 2006. He noted that AFCCA signed its Headquarters Agreement with the Government of Egypt in August 2007, followed by the issuance of a Presidential Decree in December 2007. Ambassador Tageldin highlighted AFCCA’s role, strategic objectives, vision, core values, and opportunities for collaboration with CIFOZ members, including knowledge exchange, capacity building, joint ventures, and regional partnerships.

Special appreciation was extended to Mr. Martin Chingaira, CEO of CIFOZ, and his dedicated team for their outstanding efforts in ensuring the success of the meetings.

The visit concluded with congratulations extended to Mrs. Linah Choko on her election as the Incoming President of CIFOZ, and to Eng. Ephraim Gwindingwi, Immediate Past President of CIFOZ, on his election as Vice President of AFCCA representing the Southern Africa region.

CIFOZ is a non-profit construction contractors’ association established in 1915 and they are one of the first members of AFCCA. CIFOZ has maintained an active role in AFCCA’s meetings and activities ever since.

AFCCA looks forward to further strengthening its partnership with CIFOZ and exploring new avenues of cooperation to support the construction industry across the African continent.

As part of strengthening bilateral and regional cooperation, the Ambassador of Zimbabwe in Cairo Mr.Shebba Shumbayawonda  received the President of the African Federation for Construction Contractors’ Associations (AFCCA) Eng.Hassan Abdel-Aziz and Amb. Hatem Tageldin the General Secretary of the Federation. The meeting reviewed the ongoing arrangements for the participation in the General Assembly meetings of the Zimbabwean Federation CIFOZ, scheduled to take place from 23 to 27 September.

Discussions also addressed prospects for future collaboration in light of the election the President of the Zimbabwean Federation (CIFOZ) as Vice President of AFCCA representing the Southern African region,  a significant step towards deepening regional partnership and knowledge exchange in the construction and contracting sector.

The meeting further highlighted the Memorandum of Understanding signed between the Zimbabwean Ministry of Housing and the Egyptian side, represented by the Administrative Capital for Urban Development (ACUD). The Zimbabwean side expressed keen interest in leveraging the expertise of Egyptian construction companies in building smart cities and developing modern infrastructure projects.

This meeting reflects the commitment to advancing African cooperation and underscores the vital role of  partnerships and capacity building in contributing to urban development initiatives across the continent.

The 20th General Assembly meeting of the African Federation for Construction Contractors’ Associations (AFCCA) was held at the Federation’s headquarters in Cairo, headed by Eng. Hassan Abdel Aziz, President of the Federation, on Saturday, June 21, 2025, with the attendance of the African members of the Federation.

Representatives of Arab and Islamic contractors federations were also invited to attend, with the participation of the Chairman of the Federation of Contractors in Islamic Countries (FOCIC), Eng. Zakariya Abdulqader, the Secretary-General of the Federation of Arab Contractors (FAC), Eng. Hamdy Shehata, the Secretary-General of the Lebanese Construction Contractors Syndicate and Vice-President of the Federation of Arab Contractors, Mr. Sherif Wahbi, and the Secretary-General of the Kuwaiti Federation of Contractors, Eng. Dhari Al Barjas

It is worth mentioning that 19 national federations members of AFCCA participated in the meeting, representing Algeria, Ethiopia, Uganda, Benin, Tanzania, Togo, Rwanda, Chad, Zimbabwe, Sudan, Somalia, Ghana, Libya, Egypt, Morocco, Niger, Tunisia, Senegal, and the Comoros. A number of delegations were unable to participate this year due to the circumstances in the region, which resulted in the cancellation of some flights.

The African Union Development Agency (AUDA-NEPAD) and the African Union Commission (AUC), in collaboration with the Government of the Republic of Angola, have announced that Luanda will host the 3rd Luanda Financing Summit  for Africa’s Infrastructure Development from 28–31 October 2025.

The summit forms part of a broader continental effort to unlock investments and strengthen partnerships in support of the African Union’s Agenda 2063, particularly through the Programmed for Infrastructure Development in Africa (PIDA). Delegates will address Africa’s annual infrastructure financing gap, which exceeds $100 billion, and discuss mobilizing the $1.3 trillion required to implement the Continental Power Systems Master Plan (CMP) towards an African Single Electricity Market by 2040.

PIDA alone requires $16 billion annually to deliver transformative, cross-border infrastructure projects that advance Africa’s industrial, trade, and energy ambitions by 2030.

As current Chairperson of the African Union, H.E. João Manuel Gonçalves Lourenço, President of the Republic of Angola, has prioritized infrastructure financing as a central theme of his continental agenda, stressing that the summit will play a vital role in driving Africa’s sustainable development  .

In light of his appointment as Secretary-General of the African Federation for Construction Contractors’ Associations, Ambassador Hatem Tageldin paid a visit on 11 August 2025 to the Embassy of the People’s Democratic Republic of Algeria, where he was received by H.E. Ambassador Mohamed Sofiane Berrah.

The visit aimed at strengthening communication channels and introducing the scope of the Federation’s work, in addition to discussing opportunities for future cooperation and facilitations that would benefit its members. Ambassador Tageldin emphasized that the Federation looks forward to a comprehensive advancement in the status of sectoral associations in member states and African construction companies, as well as enhancing cooperation in the field of knowledge and expertise exchange.

It is worth noting that the Federation works to create and develop professional relations among contractors across African countries, while defending the legitimate financial and moral rights of African contractors. It also seeks to open channels of communication and cooperation with contractors’ federations worldwide, and to link African contractors’ federations through a communication network and a comprehensive database containing studies and statistics needed for the development of the profession. Furthermore, the Federation follows up on the exchange of expertise and the provision of technical and administrative cadres to support the growth of the sector in Africa.

The Federation’s General Assembly meeting, held in Cairo last June, witnessed elections for senior positions representing the continent’s geographic regions. During these elections, Eng. SamiaAL-Makhloufi, President of the National Organization of Employers and Contractors in Algeria, was elected as a member of the Federation’s Executive Bureau for Northern Africa Region for a three-years term.

The meeting concluded with H.E. the Ambassador of Algeria welcoming the strengthening of cooperation between AFCCA and the Algerian Embassy, affirming the provision of the necessary support and facilitations to enable the Federation to fulfill its mission of serving African construction companies. This will pave the way for strategic partnerships and joint projects that support sustainable development and enhance the presence of African contractors in regional and global markets.

The African Federation of Construction Contractors’ Associations (AFCCA), headquartered in Cairo, hosted His Excellency Suresh K. Reddy, Ambassador of the Republic of India to Egypt, on an official visit aimed at exploring ways to enhance joint cooperation between India and African countries in the fields of construction and infrastructure.

The ambassador was received by Eng. Hassan Abdel Aziz, President of the Federation; Ambassador Hatem Tag ElDin, Secretary-General of the Federation; and a select group of advisors and specialists, including:

  • Eng. Ahmed Mostafa, Technical Affairs Advisor
  • Ms. Hadeer Hesham Ghanem, Commercial Affairs Advisor
  • Ms. Dina Abdel Fattah, Chairperson of Exlent Company and Secretary-General of the “Builders of Egypt” Forum

The meeting reviewed available opportunities for cooperation in infrastructure, technology, and renewable energy sectors.

During the meeting, Eng. Hassan Abdel Aziz emphasized the pivotal role played by the Federation in supporting partnerships among contractors across the African continent, stressing the necessity of unified efforts to accelerate continental development and open new horizons for investment.

Ambassador Hatem Tag ElDin praised the importance of strengthening relations with the Indian side, affirming the promising potential that can be leveraged to achieve sustainable cooperation serving mutual interests. He also highlighted the value of benefiting from India’s expertise in capacity building within the construction sector, particularly in supporting African countries toward sustainable development.

Ambassador Suresh K. Reddy expressed his appreciation for the Federation’s role, outlining key features of India’s economic growth, noting that its GDP reached $3.47 trillion in 2022. He also highlighted India’s advanced expertise across multiple sectors, affirming India’s positive outlook toward deepening cooperation with the African continent.

In conclusion, the two parties proposed exploring the possibility of establishing a joint cooperation framework between the African Federation of Construction Contractors’ Associations and the Indian side to organize and develop future relations in infrastructure (AFCCA), technology, and energy fields. The proposal was welcomed by both sides, affirming their readiness to continue coordination and translate this approach into tangible executive steps in the near future.
